Client Transport Manager

Midlothian Council is seeking an experienced and motivated Client Transport Manager to lead the planning, delivery and continuous improvement of their passenger transport services.
This is a key management role with responsibility for ensuring safe, reliable and cost-effective transport solutions for school pupils, children and young people with additional support needs, and adults requiring social care transport. Working across a complex operational environment, you will help ensure that some of the most vulnerable residents can access education, care and support services every day.
About the Role
As Client Transport Manager, you will lead both the strategic development and day-to-day management of transport services, overseeing route planning, contract management, fleet compliance, budget monitoring and service performance. You will work closely with colleagues across the Council, transport providers, schools, care services and external partners to deliver high-quality services that meet statutory requirements and provide best value.
The role also has responsibility for managing operational transport teams, recruiting and developing staff, overseeing transport contracts and procurement activity, and ensuring compliance with relevant legislation, operator licence requirements and safety standards. You will play a central role in identifying service improvements, securing efficiencies and supporting the Council's wider transport and sustainability objectives.
What We're Looking For
We are looking for someone who combines strong operational management experience with strategic thinking and excellent stakeholder management skills. You will have experience of working within a transport, fleet, logistics or passenger transport environment and be confident managing budgets, contracts, resources and performance.
You will be educated to degree level in a relevant discipline or be able to demonstrate substantial equivalent experience gained within a complex organisation. A recognised Certificate of Professional Competence (CPC) in Transport Management, or a willingness to achieve this within an agreed timescale, is essential. A full driving licence is also required.
