The Scottish Commission for People with Learning Disabilities’ (SCLD) vision is of a fairer Scotland where people with learning disabilities live full, safe, loving and equal lives. SCLD is a human rights defender organisation and aims to make a significant contribution to systems and culture change across Scotland and beyond to ensure people with learning disabilities are empowered to live the life they want in line with existing human rights conventions.
Everything we do is based on the leadership of people with learning disabilities and what they tell us their priorities are: their hopes and dreams for the future, as well as their fears and their experience of discrimination and human right abuses.

The role
SCLD’s Board of Trustees are looking for a dynamic and inspiring new Chief Executive who will help make Scotland a fairer place to live where people with learning disabilities can enjoy full, safe, loving and equal lives. This is an exciting point in history for the organisation, for a visionary and empathetic leader to drive and lead SCLD forward. This is a great opportunity for a strong leader, successful change maker and champion for marginalised people.
The Chief Executive is responsible for delivering the vision, mission, strategy and operational activity of SCLD in collaboration with people with learning disabilities, the SCLD Board of Trustees, the staff team and their allies.
Role Responsibilities include:
- Developing a robust strategy with the Board, Executive Team, and people with learning disabilities.
- Collaborating with the Executive Team on operational planning and budgeting.
- Ensuring appropriate resources are in place to implement strategy and operations.
- Fostering a strong culture and vision to inspire stakeholders.
- Maximizing opportunities for people with learning disabilities to lead change.
- Lead and managing the Executive Team, supporting broader team leadership.
- Promote commitment to equality, diversity, and inclusion across SCLD
- Engaging with the learning disabilities community to secure human rights.
- Partnering with the Scottish Government to influence policies and legislation.
- Raising awareness of the talents of people with learning disabilities.
- Driving change through international networks and partnership.
- Managing financial resources and corporate risk effectively.
- Collaborate with the Board of Trustees for effective governance and leading business development strategy.
The successful candidate will have:
- Experience advocating for marginalized individuals, groups, and communities.
- Experience in building leadership capacity among people with lived experience.
- Be a visionary leader with a proven track record of driving change.
- Understanding of the political and policy landscape in Scotland and the UK related to learning disability.
- Experience influencing at senior levels, including collaboration with senior government officials and Ministers.
- Leadership, management, and governance experience at Board level, preferably in a not-for-profit organisation.
- Proficiency in strategic planning, financial management, human resources, and corporate risk management.
- Ability to develop positive, respectful relationships with senior stakeholders across public, private, and third sectors.
- Excellent written, verbal communication, and presentation skills for diverse audiences.
- Empathy, personability and great people-skills at all levels.
